The Namibia Global Fund Programme

The NGFP and the Ministry of Education, the Individual Recipient, signed a project grant agreement in May 2005 with the Ministry of Health and Social Services being the Principal Recipient.

The activities target all staff members in the education sector, orphans and vulnerable children, learners and out-of-school youth. The project aims to improve the knowledge and attitudes of the target groups on national, regional and local level and will develop materials using different kinds of media. Also included are

The Global Fund The Namibia Global Fund Programme supports various directorates in the Ministry of Education as well as some directorates from the Ministry of Youth, National Service, Sport and Culture.

Main Objectives
  • To improve knowledge and attitudes, and change behaviour related to HIV and AIDS, through targeted interventions and improved co-ordination;
  • To increase proportion of sexually active women aged 15-49 consistently using condoms (male or female) during sexual intercourse (from 8.9% in 2000 to 50% by 2007);
  • To improve and expand home/community-based care, support groups and other support services for People Living with and affected by HIV and AIDS;
  • To establish and expand HIV and AIDS workplace prevention and care programmes in public and private sectors and take measures to provide a supportive workplace environment for people living with HIV and AIDS; and
  • To build and strengthen the institutional, community and family capacity to provide comprehensive care and a supportive environment for orphans and vulnerable children (OVC) in all regions.

  • Train adult literacy organisers
  • Production of mural paintings with messages for PLWHA
  • Train art teachers on artistic expression skills to put forward HIV/AIDS messages
  • Train writers on HIV/AIDS writing skills
  • Production of videos on HIV/AIDS
  • Conduct theatre workshops on HIV/AIDS, TB and Malaria
  • Production/procurement of counselling handbooks for school use
  • Recruitment of core training team (regional level)
  • Recruit technical assistance to train core trainers
  • Training of master trainers in counselling
  • Train cluster facilitators in HIV issues
  • Train school Counselling Support Groups
  • Provide student bursaries
  • Training in counselling for facilitators from colleges, youth centres and vocational schools
  • Strengthen forum theatre activities in schools through drama clubs
  • Training of Culture Officers
  • Training of master trainers in HIV/AIDS issues
  • Train school cluster facilitators and school managers on HIV/AIDS
  • Training of teachers, advisory teachers and curriculum developers in Life Skills and HIV/AIDS
  • Provide a feeding programme for children in need
  • Train sports officers and sports organisers and produce training material
  • Train Youth Officers in reproductive health issues.
